As an upcoming event organiser, how would I engage with the Hackspace Foundation to invite a representative to attend, pitch, exhibit?

I think you’ve hit the nail on the head. The Hackspace Foundation doesn’t have a spokesperson or press officer let alone an events team or pot of funds to DO anything really.
I’ve help coordinate outreach in the past. Part of the problem is the cost in both money and time. The individual would not only have to be investing in Hackerspaces and therefore very likely to belong to an existing one thus competing for their attention/time/money etc.
Your best bet still is to engage with a local organisation like a Hackerspace and see if they’ll do outreach for both themselves and the foundation.
Any other points of view, I’d be interested to hear them.
